繼5年前的哥本哈根會議之後，聯合國氣候變化綱要公約第21屆締約國大會（COP21）於11月30日在巴黎舉行，稱之為「巴黎氣候峰會」Paris Climate Summit。聯合國力促全球達成「減排承諾」的協議，使全球平均氣溫上升幅度不超過2℃，以取代即將過期的京都議定書。

氣候相關的議題是最好的國際溝通話匣子，要熟悉與天氣有關的情境。

• 減排 emission reduction

減排 emission reduction 經常出現在國際報導中，例如：CO2 emissions 二氧化碳排放，carbon emissions 碳排放、emissions from plants 來自工廠的排放、greenhouse gas emissions 溫室效應氣體排放。而「排放」emission 為多益測驗與國際職場的高頻核心字彙，曾出現在多益測驗的考題之中。

1998年京都議定書與2009年哥本哈根會議協定，皆不具有法律約束力；但此次的「巴黎氣候峰會」是「具法律約束力的協議」－a legally binding agreement，因為巴黎氣候峰會將達成首次涵蓋世界各國的氣候協定。

• rally 大型公眾集會／demonstration 示威

巴黎警方因為安全因素，取消了綠色和平 Greenpeace 與環保人士的大型公眾集會與示威申請，但是抗議群眾仍與警方激烈衝突。環保人士的「聚集」rally 與「示威」demonstration ，帶給巴黎警方極大的反恐壓力。大型公眾集會是 rally，而 demonstration 是「示威、展示、示範」。

The Greenpeace decided to hold a massive rally to put pressure on the government.（綠色和平組織打算舉行一場大型集會來向政府施壓。）

• 反恐 anti-terror

11月中旬在巴黎發生的ISIS伊斯蘭國恐怖攻擊事件，造成130人死亡，震驚全世界。而氣候峰會的舉行地點正位於巴黎，相關當局擔心再次發生恐攻，因此激起高度反恐意識。「反恐」最常見的字彙為 anti-terror，字首「anti-」有「反、阻、抗、非」的意思。anti-terror／anti-terrorist／counter-terror 皆是指「反恐」。字首counter-為「反對」、「對抗」之意。

A：After the Paris attacks, the authorities concerned worry about the risk of another terror attack.（巴黎恐攻後，有關當局擔心另一波恐攻風險。）
